I have slipped into showing example cards from some publishers that give full names and don't use initials or a logo. Seeger operated between at least 1887 to WW1.
He produced many early series, this is from a military humour series.
The artist is Carl Ludwig Friedrich Becker (1820-1900), see Wikipedia. The postcards he illustrated are largely scenes in military life and/or involve horses.
